You don't extract anything.
Use
Burn Image to Disk in your favorite program.

DO NOT EXTRACT ANYTHING FROM THE .ISO! BURN IMAGE TO DISC!
If you open Nero StartSmart, make sure you have DVD selected at the top center, then click on the "Copy and Backup" icon (second from the right) and finally "Burn Image to Disc."
If you open Nero Burning ROM, you select "DVD-ROM(ISO)"
If you open Nero Express, you select "Disc Image or Saved Project"
Any one of the 3 methods will copy the .ISO image to a disc.
Check the following link for instructions about how to burn an ISO: http://www.petri.co.il/how_to_write_iso_files_to_cd.htm

The sad part is that good instructions are on the Vista download page.

Clicking on Get Vista Beta 2 Now on the Vista Home page leads you (through several pages along the way) to where you can request the download link or order the cd. I am not saying there is a download button.
